What is it?
Open access means providing online access to all available scientific information (articles, monographs, research data, etc.) free of charge and under licenses that allow its use and reuse by end users, without economic, legal, or technological barriers.
It removes barriers to accessing research results
Open access advocates the elimination of obstacles that prevent access to the results of scientific research—most of which is publicly funded—and offers an alternative to the dominant system of accessing research results worldwide, which is based on costly journal subscription fees paid by universities and research institutions.
It does not interfere with the commercial exploitation of results
Open access does not conflict with the decision to commercially exploit research results (e.g., through patents), since the obligation to deposit in open access applies only after the decision to publish has been made.
It does not affect publication quality
Open access does not imply that publications are of lower quality, as they undergo the same peer-review process as publications with commercial access.
